<p>On arrival, officers observed two male victims, both 22 years old, being  treated by Boston EMS for stab wounds. Both victims were transported to local  hospitals with non-life threatening injuries. After speaking with witnesses,  officers broadcast a description of the suspect.</p>
<p>Shortly thereafter, officers  stopped 3 white males in the area of the North End. One of the three suspects  matched the description given. The suspect was seen to have blood on his shirt  and was sweating profusely. The suspect was brought back to the scene where he  was indentified as the perpetrator.</p>
<p>Joseph Febbo 28 of Everett<strong> </strong>was place under arrest for  Assault and Battery by means of a Dangerous Weapon.</p>

Please let John Romano (<a href="mailto:patjr@comcast.net" target="_blank">patjr@comcast.net</a>) know if your family is interested in participating for eight Saturdays beginning September 18th.&nbsp; Cost is $35 for the entire program (shin guards not included).&nbsp; It should be a lot of fun to get together to do this and cheer our kids on!</p>
<p>An update on where we are with NEAA FALL SOCCER.&nbsp; We are planning on starting on Saturday, September 18th.&nbsp; Our plan is to have the 4/5 year olds play at 9am.&nbsp; This will be a clinic atmosphere with the kids breaking up into groups and then probably playing a short game at the end of each week - maybe starting the second week for games.<br /><br />The 6 to 8 year olds will play games.&nbsp; We are shooting for 4 teams, we need more players!! More are signing up every day.<br /><br />Please let let your friends know if they have not yet signed up.&nbsp; Give them my e-mail address and I&#8217;ll e-mail them a form.&nbsp; Lynn Bova will be around the NE Pool all week, she has forms as well. Potential issues raised by the residents include excessive noise, damage to public open space/parkland and impairment of scenic quality on the wharf.</p>
<p><span class="thumbnail-image-float-left ssNonEditable"><span><a href="javascript:showFullImage('/display/ShowImage?imageUrl=%2Fstorage%2Fpost-images%2FLongwharf.JPG%3F__SQUARESPACE_CACHEVERSION%3D1283365785332',2208,1248);"><img src="http://www.northendwaterfront.com/storage/thumbnails/3829669-8375479-thumbnail.jpg?__SQUARESPACE_CACHEVERSION=1283365806040" alt="" /></a></span><span class="thumbnail-caption" style="width: 202px;">Water&#8217;s Edge at Long Wharf, proposed spot for outdoor cafe tables.</span></span>In 2007, the Boston Redevelopment Authority announced a lease to &#8220;Doc&#8217;s Long Wharf,&#8221; for an enclosed 4,655 square-foot waterfront restaurant with outdoor cafe tables. The BRA was granted a license by the State&#8217;s Department of Environmental Protection under Chapter 91 laws.&nbsp;In response to&nbsp;opposition by a resident group, the DEP subsequently <a href="http://www.northendwaterfront.com/home/2010/1/17/appeal-to-stop-docs-long-wharf-is-denied.html" target="_blank">denied an appeal</a> on January 15, 2010, clearing the way for the proposed restaurant. At this time,&nbsp;it is unclear if &#8220;Doc&#8217;s&#8221; is still the intended operator of the restaurant. The BRA and DEP are expected to respond to the legal challenge in the next 30 days before the court hears oral arguments on the case.</p>
<p>&#8220;The park at issue is located at the seaward (eastern) end of Long Wharf &#8230; extensively used by residents and visitors to enjoy marine sights and sounds and for other passive-recreation purposes,&#8221; per the legal memo. &#8220;It is unique among the wharves and parks in the downtown/waterfront area in the combination it provides of expansive harbor views - surrounded on three sides by water - and a spacious, quiet public space in which to enjoy them.&#8221;</p>
<p><span class="full-image-float-right ssNonEditable"><span><img src="http://www.northendwaterfront.com/storage/post-images/LongWharfStructureDocs.jpg?__SQUARESPACE_CACHEVERSION=1283365894830" alt="" /></span><span class="thumbnail-caption" style="width: 300px;">Proposed structure to be expanded for new restaurant.</span></span>The ten residents, as plaintiffs, say the BRA-owned space on Long Wharf is &#8220;public waterfront parkland&#8221; and therefore protected by State law Article 97 which states that &#8220;agencies shall not change the control or use of any right or interest in Article 97 land&#8221; without approval by the State Legislature. In addition to Article 97, they cite &#8220;errors of law&#8221; in the DEP decision regarding the protection of views of the water, compliance with the Municipal Harbor Plan, the water-dependent use zone, and the proper public purpose requirement.</p>
<p>The plaintiffs are listed in the legal memo as Sanjoy Mahajan, Victor Brogna, Stephanie Hogue, David Kubiak, Mary McGee, Anne M. Pistorio, Thomas Schiavoni, Pasqua Scibelli, Robert Skole and Patricia Thiboutot. The majority of the plaintiffs are officers and/or committee chairs of the <a href="http://www.newra.org" target="_blank">North End/Waterfront Residents&#8217; Association (NEWRA)</a>.</p>
<p>Other restaurants/bars already operating on interior/city-side of Long Wharf include Tia&#8217;s, the Chart House, the Landing and the Oceana in the Marriott Long Wharf Hotel. There are also several mobile food carts adjoining the wharf near the New England Aquarium and Christopher Columbus Park.</p>

<p>As the calendar turns to September, the moving vans fill the streets and the college migration period reaches its peak. And all that comes with it &#8230;</p>

<div class="mainColTextBold">Every fall Boston welcomes thousands of new young residents to the city,  bringing with them the excitement, anticipation, and promise of a new school  year. With 34 colleges and universities, Boston is home to some of the nation&rsquo;s  leading academic institutions. Students come from across the country and around  globe to study here and they all contribute to Boston&rsquo;s diverse and vibrant  culture. Whether living on campus or in one of the city&rsquo;s neighborhoods, we want  to ensure that students and neighbors enjoy a smooth transition this fall so  that everyone can enjoy all that Boston has to offer, throughout the year.</div>
<p><br />Just as our universities do a great job of educating our young students,  we must also educate the students about their rights as tenants and their  responsibility to be a good neighbor. In many neighborhoods, college housing is  in close proximity to residents who often have very different schedules than  college students and they must remember to be respectful of the working  professionals and families who are their new neighbors. Our city agencies work  hard not only enforcing codes and keeping streets clean, but also to help  resolve any quality of life issues for both new and long time residents.  Residents are reminded that household trash should be placed outside on  regularly scheduled pickup days to avoid violations, and to prevent bed bugs,  never pick up furniture left at the curb for trash collection. If you have any  concerns or suspect a bed bug infestation, notify your landlord and call the  Inspectional Services Department at (617) 635-5322.</p>

<p>NEMPAC offers private lessons in voice, piano, guitar, bass, saxophone, flute, viola, cello, percussion, and more.&nbsp;&nbsp; NEMPAC also offers classes for toddlers, teens, and adults in music, yoga, Italian and more.&nbsp; Need based scholarships are available.</p>
