Armed Carjacking at Dock Square Garage

Dock Square Garage on Clinton St.February 23rd incident report from Boston Police:

Carjacking Suspect Arrested with a Gun

Yesterday afternoon around 1:10PM, officers from District A-1 arrested suspect, Michael Fitzpatrick, 52 of Malden and charged him with Carjacking, Unlawful Possession of a Firearm, Unlawful Possession of Ammunition, Intent to Rob while Armed, Operating a Motor Vehicle without Being Licensed and Leaving the Scene of an Accident resulting in Property Damage.

Officers initially responded to 20 Clinton St. Dock Sq. garage for a carjacking. On arrival, officers spoke to the garage clerk who reported that a car had just exited the garage with several women yelling “Open the gate, the guy has a gun! Hurry, hurry, open the gate, he’s going to shoot us!” Officers were able to get a description of the car along with the direction of flight from the garage attendant. While on scene, officers were advised that a victim had been located at the intersection of Commercial and Richmond Streets, and that the victim’s car had possibly been found in the area of 600 Commercial Street.

Shortly after the above information had been broadcast over the police radio, an officer performing a paid detail in the area was approached by a witness who informed him that the suspect vehicle had just been observed striking a tree and that the person who had been driving the car was seen walking away behind the rink towards the boardwalk under the North Washington Bridge. The detail officer quickly located the suspect and attempted to stop the potentially armed suspect. The suspect initially refused to stop for the detail officer, nor would he heed the officer’s commands to show his hands but continued walking all the while exclaiming “Why are you stopping me? I didn’t do anything!”

The detail officer assisted by another officer and a State trooper were able to stop the suspect and during a pat frisk recovered from the suspect a loaded firearm, and additional ammunition in his pockets.

Officers and detectives, based on conversation with the victim, learned that the victim had just parked her car in the garage when she was approached by the suspect who stated, “I need you car and I need your key!” while wielding a gun. The suspect threw her keys to the ground and fled from the suspect and was able to jump into an occupied car after explaining what had just happened to her. The victim along with the other occupants of the car then fled the garage in an attempt to get away from the suspect. Several other witnesses were found who recounted their accounts of what they had observed of the incident.

The victim was brought back to the suspect’s location where she was able to positively identify the suspect. The suspect was then placed under arrest and charged with the above offenses.

The Boston Globe reports more details on the actions of the good Samaritans that came to the victim’s aid.

Public Safety Meeting Highlights a Robbery, Burglary and Loud Parties

Boston Police reviewed recent North End/Waterfront crime incidents at this week’s NEWNC Public Safety meeting. In general, neighborhood crime statistics show crime at a historically low level. There were a total of 14 crime incidents in January, one more than last year. During the month, the police made 6 arrests, towed 10 cars, gave out 157 moving violations and 327 parking citations.

On the good news front, there were no reports of car break-ins in January, down from six last year. Captain O’Rourke is optimistic that the worst of car larcenies are in the past. He reminds owners to be careful not to leave tempting accessories (gps, laptops, briefcases, etc.) in visible sight in their cars.

As previously reported, there was a robbery at knife point on January 31st. The victim was a 47 year-old food delivery person from Shangri-la Group, delivering to 19 Widget Street around 8:30 pm. An unknown white male was smoking a cigarette outside the address and claimed the food. The suspect robbed the driver of his wallet. When the victim resisted, the suspect slashed his wrist and fled down Salem Street toward Cooper St. The suspect is described as around 30 years old, 6 feet tall, thin build and wearing a bald cap. Police have checked area cameras to no avail and continue investigating.

There was a burglary on January 12th at 121 Fulton Street around 8:00 pm. When the victim returned home, the front door was open and he was missing a laptop and Sony Playstation. There was no sign of forced entry so either the door was left open or the robber had a key. The police have taken prints, but do not have a suspect.

Sgt. Tom Lema gave an update on the loud party situation now that the school semester has started again. Boston Police have broken up five loud parties recently with 2 arrests. (On a side note, there were four student reporters at this meeting.)

28 Fleet Street has been long identified as the worst address in the North End, in terms of loud parties and disorderly conduct.  This month, the police arrested a 26 year-old tenant. After a meeting between public officials, the police and the landlord, this tenant is being evicted from the address. The same landlord also owns 224 Hanover Street, another problem address. Also on Hanover, the police report that 443 Hanover St. has improved lately since a concerned mother became involved.

Police are aware of large groups of young people frequently gathering at Salem & Parmenter Streets. They have been patroling the corner and increasingly breaking up noisy disorder. Separately, a senior citizen at 1 Michelangelo reported several incidents of bad behavior and the police intend to follow-up. Residents are encouraged to call 911 when they witness disorderly activity.

Sgt Lema complimented the North End Against Drugs (NEAD) group that helps kids stay out of trouble. Disturbingly, gangs have been actively recently in Charlestown with a large-scale incident around the Bunker Hill Housing Project with 8 arrests and 7 gun confiscations.

The next NEWNC Public Safety meeting is Thursday, March 4th, 6:30 pm at the Nazzaro Center, 30 N. Bennet St.

Police: "The Neighborhood is Safe"

This is a first-hand report from the Public Safety meeting held at the Nazzaro Center on January 7, 2010, sponsored by NEWNC and the Boston Police.

Captain O'Rourke, Public Safety Chair Bob DeCristoforo, Sgt. Tom LemaAttending the meeting was NEWNC Public Safety Committee Chair, Bob DeCristoforo, Boston Police Captain Bernard O'Rourke, Sergeant Tom Lema and Officer Teddy Boyle. State Representative Aaron Michlewitz was also present along with Nicole Leo from the Mayor's office and Kathy Carangelo-McIsaac from Councilor LaMattina's office.

Attendance was high at the monthly meeting due largely to last week's sexual assault in the courtyard outside the Nazzaro Center. (Details on the attack can be found at this article: North End Assault Outside Nazzaro Center.)

The police have little new additional information to report on the Nazzaro Center courtyard attack. They noted that it has been labeled a sex offense so many of the details have been classified. The investigation is ongoing and patrols have been increased in the area. Importantly, Captain O'Rourke said, the "neighborhood is safe" and he does not believe this is a serial attacker.

It was asked whether there are registered sex offenders living in public housing at Ausonia Apartments. The police have checked and said those rumors are false. The Mayor's office also reported that sex offenders cannot live in public housing. Police reported that most of the issues at that  location are regarding alcohol and drug use, although there have been no problems recently. The police regularly meet with the managers of the property.

Captain O'Rourke said he was actually more concerned about the 2 armed robberies in December. On December 26, 2009, the Hanover Street 7-Eleven was robbed at knife-point and an older couple walking on Fulton Street was confronted at gunpoint on December 13th. Victims in both incidents were not harmed, other than a superficial wound on the women's shoe from a shot fired on Fulton Street. Officers have recovered a shell casing and hope to get a gun print.

Details of the 7-Eleven attack here: Hanover St. 7-Eleven Robbed at Knife Point

An important break was reported in the 7-Eleven robbery where the Police have identified the suspect and issued a warrant. The suspect dropped a phone which led to an ID and warrant for a South Boston resident.

Crowded public safety meeting in the North End.In answer to a question, the police confirmed that anyone can carry mace or pepper spray, but residents need a license to carry a gun. Police also reported their staffing levels are near all-time highs in the city and they believe they have the manpower to keep the neighborhood safe.

The Captain noted that convenience store robberies were on the rise in the City with the most severe having recently occured in Jamaica Plain where a clerk was murdered. With over 6 convenience store robberies in December, the police are concerned a pattern has developed.

On the traffic side, the police towed 9 vehicles in December, gave out 95 moving citations and 319 parking tickets.

A review of 2009 crime statistics showed a 12% decrease in Boston crime and a 5% decrease in North End incidents. The North End showed decreases in all categories except for car break-ins. Larcenies from car breaks saw a spike earlier in the year but have recently decreased. Police continue to warn residents not to leave GPS, laptops or other valuables in sight in their cars.

A resident reported someone posing as a police officer trying to get in her building. Police said to ask for a police ID, not just a badge. A Salem Street resident reported a man bothering her at 6am in the morning as she exits her building when he asks for her money.

Bob DeCristoforo encouraged residents to call the hotline (617-635-4500) to report dark street lights since a number of alleys and streets are very dark. He also asks the neighborhood youths to stop throwing snowballs at taxi drivers. It was also recommended that building owners put address numbers on their properties so the police can quickly respond when there is a problem reported.

With students on break, there have been no late-night party incidents since December 6th.

An attendee asked about Nick's Deli advertising a 2am license. The Mayor's office indicated it was a temporary license. A neighbor reported that 10 abutting families have hired legal counsel to challenge late-night licenses in the Cross Street area.  The police said they have talked to management at the deli and reported that it is closing most nights at 9pm-10pm. Abutters are concerned that the area becomes a late-night street hangout and police said they will monitor the situation. State Representative Michlewitz indicated that a neighborhood meeting regarding a new Cross Street layout would be scheduled for February.

In answer to a question about live entertainment, the Police indicated that Patricia Malone in Licensing at City Hall will put conditions on any upcoming live entertainment licenses in the North End, including an 11pm stop, 2 musician limit, no floor show and closed windows.

As always, Boston Police encourage residents to use 911 or 617-343-4911 (A-1 Boston) which has recently expanded lines. They said 911 is faster and Boston residents get patched to them within 15-20 seconds.

The neighborhood public safety meetings are held the first Thursday of every month. The meeting is open to the public.

Police Ask For Public's Assistance in Tedeschi's Murder Investigation

The developing story of the shooting death of the clerk at a Jamaica Plain Tedeschi's is outside the North End, but the Boston Police continue to ask for the public's assistance. Although unrelated investigations, it is also notable there was a knife holdup last week at the 7-Eleven at the corner Hanover & Commercial Streets.

Police have released a surveillance video shown below with an extended version here. A $25,000 reward is being offered for information leading to an arrest and conviction of the individual responsible for the murder of 39-year-old Surendra Dangol.

Dangol was shot and killed the day after Christmas as he worked the 11:00am to closing shift at the Jamaica Plain store. Surveillance footage from store cameras shows the suspect loitering outside the store approximately between 2:30pm to 3:00pm. The surveillance video shows the suspect as he enters the store and brandishes a firearm. Dangol (victim) can be seen complying with the robber’s demands (placing the money from his cash drawer into the robber’s blue backpack) prior to being fatally wounded. Investigators believe the suspect fled the scene in a white, four-door sedan, possibly a 1986-1992 Plymouth Acclaim. The motor vehicle was last seen travelling towards the Jamaicaway.

Still photos and video images of the assailant and getaway car can be viewed at www.BPDNews.com.

Anyone with information on the robbery is urged to call the Boston Police Homicide Unit at (617) 343-4470. Community members who wish to assist this investigation anonymously can do so by either calling the CrimeStoppers Tip Line at 1-800-494-TIPS or by texting the word “TIP” to CRIME (27463).
