“Open Forum” with Your State Senator & State Representative

Senator Anthony Petruccelli and Representative Aaron Michlewitz are hosting an “Open Forum” from 7:00 - 8:30 p.m. at the Nazzaro Center (30 N. Bennet St.) on March 10th. They welcome everyone in the neighborhood to attend and participate in a discussion on State Issues heading into the final months of the 2009-2010 legislative session.

BAKE SALE & FLEA MARKET FOR ST. FRANCIS HOUSE

The North End Friends of St. Francis House will hold our 6th annual Bake Sale and Flea Market on Friday March 19th and Saturday March 20th at the Nazzaro Community Center at 30 North Bennet St.  The event will go from 8am to 6pm on Friday and 10am to 2pm on Sat.  We will have all kinds of homemade baked goods and wonderful pastries and cookies from all of the bakeries and pastry shops in the neighborhood.   We will also have Mary Romano’s world famous eggplant sandwiches, meatball and sausage sandwiches.

We will also have tons of great flea market items for you to buy.  We will also be collecting spare change.  No amount is too small (or too big).  If you would like to send in a donation, make checks payable to St. Francis House and mail to John Romano 247 Burlington Avenue, Wilmington, Mass. 01887.  All of the proceeds we raise those two days and collect ahead of time will be matched by an anonymous donor, so your donation counts twice as much as you give.  For more information call John Romano at (617) 880-9901 or e-mail at patjr@comcast.net.

NEWRA Supports Zoning Change for New Residents at 93 Charter Street

In a vote of 36-7, the North End/Waterfront Residents' Association (NEWRA.org) voted to support the zoning change application for Ed Gates at 93 Charter Street.

The property is zoned for four residential units, although the new owners only intend to have three units and will rent the other two units. Attorney Daniel Toscano is representing the applicant for zoning relief which used an LLC known as Charter Boston Properties LLC.

In previous meetings, the Fosters family raised concerns about losing views from their abutting property. They have met with the applicant a few times and reached an agreement on sloping the roof to preserve their sight lines of the Old North Church and Customs House Tower. The original plan was to expand the headhouse to 360 square feet, but after the discussions, the new plan is for 160 square feet of living space and moved over to the right side of the building to maximize the views of the abutter. The height will also be slightly reduced from 50 feet to 47 feet under the new plan. As such, the Fosters' support the application.

A new concern was raised by a resident, Marci at 46 Hull Street, who complained the proposal would reduce her views. The Gates' attorney indicated her property view was more than 3 football field lengths away from the subject property. He questioned whether her view would be meaningfully impaired and said it might be enhanced by the 3 chimneys being removed. 

Gates is a former North End resident returning to the neighborhood. His plan needs zoning relief to increase the floor area ratio (FAR) and to expand a rooftop headhouse to create a penthouse area. Plans also include a deck and garden on the roof. Occupancy will change from 4 to 3 apartments, including a 3-bedroom duplex on the 2nd and 3rd floors and expansion of two first floor units into the basement. The owners will use the roof mostly as a garden.

An abutter from N. Margin Street indicated his support for the renovation of a building that has been empty for years. He understands why they want to increase their space and beautify the property with a garden and look at the terrific views from a roof deck. He believes the renovation will increase property values in the neighborhood.

A vote by secret ballot was taken with an announced result of 36-7 in support of the application. The vote follows the North End/Waterfront Neighborhood Council (NEWNCBoston.org) vote which also supported the variance at its January meeting.

There will be no provision for common roof deck. The current owner would use it mostly for a garden, and future owners could use it as a deeded roof deck.

Abutter Celily Foster said they have met with the applicant a few times and are close to an agreement on sloping the roof to preserve their sight lines of the Old North Church and Customs House Tower. The Fosters would like to see a more visible mock-up to understand the impact.

7.    2010 Census Recruiting – Elizabeth Vitello, Recruiting Assistant for the 2010 Census Bureau, will provide information on opportunities for neighborhood residents to be census takers by taking the required test. The census helps determine how funds are spent in our community on things like roads, parks, and other public services, as well as our representation in government. It is important to make sure that everyone in our community is counted.  The 2010 Census temporary job offers good pay, flexible hours, paid training and the chance to work independently in our own community.  www.2010censusjobs.gov

8.    133 Salem Street, David Crocini plans to add 1 story to the building creating a 4th floor. The legal occupancy will change from retail only to include 4 residential units with a roof deck.  First floor will remain retail, 2nd floor will have 3 studio/one-bedroom units and 3rd & new 4th floor will be owner occupied.  Height of the building will not exceed the 55-foot restriction.

Former Resident Returns To Renovate 93 Charter Street

First-hand report from the December 28, 2009 meeting of the North End/Waterfront Residents' Association (NEWRA) Zoning, Licensing & Construction committee which took place at the Pilot House, 2 Atlantic Avenue.

The property is currently zoned for four residential units, although the new owners only intend to have three units and will rent the other two units. Attorney Daniel Toscano is representing the applicant for zoning relief which used an LLC known as Charter Boston Properties LLC.

The Gates Family and Attorney Toscano at ZLC Meeting The applicant presented on December 28, 2009 to the NEWRA zoning committee, for informational purposes, presenting plans and giving abutters an opportunity to hear the proposal. Having received a denial letter from the City's Inspectional Services, NEWRA and NEWNC will likely both vote on the application at their January meetings.

Zoning relief is needed to connect the basement to the first floor units to create two duplex apartments, each with 750 and 800 square feet of living space. The second and third floors will be occupied by the owners and a private roof garden is planned. The owners expect the roof to be primarily soil, with little decking and a custom drainage system. The roof currently has a headhouse that will be expanded. Post renovation, the height will be 51 feet including the headhouse.

The applicant indicated that a 250 piece notification went out to abutters on December 14th. However, an abutter present at the meeting showed an envelope received the day before the meeting with the wrong address and zip code.

Ed Gates is a former resident of the North End, moved to suburbs and plans to make the North End his primary residence. As his attorney said half-jokingly, "He made a mistake moving out of the neighborhood." The couple indicated a sensitivity not to rent to college students.

The Fosters, a couple from an abutting property on Charter St., indicated that six windows could be blocked by the expanded roof apparatus. They also complained that the notification was likely inadequate to their building which could lose important sight lines to the Old North Church, Copps Hill and the Custom House Tower. The expanded headhouse will be increased in size from 90 to 306 square feet.

The ZLC committee asked the applicant to arrange a meeting with the abutting building residents before the association votes on this issue at the January 14th monthly meeting. The applicant was advised to check with the Parks Department as well because the property is within 100 feet of a public park. A resident also disclosed the unoccupied building is rat-infested, especially along the Copps Hill side where there are steps and broken pavement.

NEWNC and NEWRA and will likely make their advisory votes to the Zoning Board of Appeal on January 11th and 14th, respectively. Interested parties should attend. See the Calendar for all upcoming events and meetings.

93 Charter Street, Charter Boston Properties LLC seeks zoning relief to increase floor area ratio (FAR) and to expand a rooftop head house associated with renovation of the 3-story residential building.  Change use from 4 apartments to 3 apartments, including a 3-bedroom duplex on the 2nd and 3rd floors and expansion of two 1st floor units into the basement.  Plans include rooftop garden and expanded head house for exclusive use of upper duplex.  Common basement space will remain for utilities, storage, and trash containment.
