Bruins Center David Krejci Buys Battery Wharf Condo

News release via Banker & Tradesman:

Boston Bruins center David Krejci has purchased a $1.69 million condominium on Boston’s waterfront.

Krejci purchased the 1,635-square-foot condo at 3 Battery Wharf on Aug. 13. The condo features two bedrooms, 2 ½ bathrooms and a private balcony, according to listing information.

The seller is listed as RBW LLC, Residences Condo At Battery Wharf, according to data from The Warren Group, publisher of Banker & Tradesman.

In May, the Czech native dislocated his wrist in a playoff game against the Philadelphia Flyers and missed the remainder of the 2010 playoffs. He is expected to be fully healthy for training camp in September.

Conservation Commission Orders Constellation Wharf to Remove Gate

The Boston Conservation Commission has ordered Constellation Wharf to remove the gate at the entry of the residential complex at Pier 7 of the Charlestown Navy Yard. Representatives appeared before the commission to gain approval for wharf maintenance, including repairs and upgrades to existing deck drains and electrical conduit, although most of the discussion was about the gate.

Constellation Wharf has five public viewing areas accessible from Pier 7 where a gate and guard are currently situated at the entrance.

Chair Vivien Li introduced the gate issue as a condition of approving the maintenance work at the pier. Li is also Executive Director of the Boston Harbor Association, an advocate of the Harborwalk. Constellation Wharf’s Chapter 91 license does not prohibit the gate, but the commission felt it was not in keeping with public access requirements. The gate is open during the day, although Li said her contacts indicate that it was often closed and dissuading pedestrian access.

Representatives from Constellation Wharf raised a public safety concern, especially at night. They cited incidents of youths jumping off the pier, vandalism and break-ins. Li dismissed the concern saying that other condos manage these issues. Specifically, she identified the Fairmont Battery Wharf, a luxury hotel and residence complex, as meeting the Harborwalk’s desire for public access. In a unanimous vote, the Boston Conservation Commission approved the maintenance work subject to the prompt removal of the gate.

At this week’s meeting, the Boston Conservation Commission also voted in support of legislation that would allow long-term leases for businesses to operate eateries or other facilities in shuttered buildings on parkland in Boston Common (Pink Palace) and the Back Bay Fens. More information.

North End Library Fundraiser

The Friends of the North End Branch Library is hosting a fundraiser on February 24th from 7-9 at the Fairmont Battery Wharf in hopes of raising some much needed funds for our neighborhood library.  There will have a cash bar, appetizers and a silent book auction, highlighting local authors. We are hoping to make it an annual event.

Fairmont Battery Wharf Update Shows Progress

The Fairmont Battery Wharf, has been making some progress on melding itself into the community, although there are still some promises yet to be fulfilled. The hotel management appears to be making the most efforts to reach out, while the developer continues to procrastinate regarding the restoration of Battery Street.

  • The Fairmont hotel has offered up its conference facilities to the various neighborhood organizations, on a pro bono basis. With the elimination of the VFW and other public spaces being more limited, this is a nice gesture that has already been used by NEWNC. It is also a good way for North End residents to see the development’s restaurant/bar/hotel facilities up close.
  • The 20% discount on available hotel rooms for neighborhood residents is still ongoing through year-end. It would be great to see this extended into 2010.

At the August 13th North End/Waterfront Residents’ Association meeting, the zoning and development committee provided a report on the following:

  • The North End Resident Parking signs have been installed along the four (or five) spaces along Commercial Street, after the facility failed to receive the valet license it sought there.
  • The outdoor patio for Sensing Restaurant is being operated as approved by the Licensing Board.
  • The patio table and chairs between Buildings 4 and 5 (across from Lincoln/Burroughs Wharves) are open, although there is no signage that welcomes the public. This area was originally sought as a private patio for its premium customers, but that request was withdrawn at the request of the Licensing Board. Currently, the area does not offer any food or beverage service.
  • The Maritime Museum is open in Building 2, although there have been reports the elevator and restrooms are often inaccessible. NEWRA has asked these be open during museum hours.

NEWRA’s ZLC committee reports that the improvements to Battery Street and dangerously high curb line have not been remediated by the developer or the Dept of Public Works.

NEWRA Opposes Fairmont's Valet

Lincoln Wharf’s Bob Skole Addresses Battery Wharf Consultant Don BirchNEWRA (North End/Waterfront Residents’ Association) voted to oppose Fairmont Battery Wharf’s proposal for a valet license covering 4-5 parking spaces on Commercial Street. Don Birch of Leggatt Properties and consultant to Battery Wharf, presented the proposal.

Battery Wharf’s garage has the capacity for 376 spaces using a 2 level lift system, although only there are only 150 spaces available today. When the property is fully operational, it is expected to have a “population” of guests and residents reaching 950-1250 people and up to 700 cars/day with 6+ valets. Birch stated that the valet spaces are necessary to relive pressue on the entrance corridor.

Several residents spoke up about various issues:

  • Elevator lift system was not part of the original plan and takes longer to park cars
  • Tour buses may be a problem on Commercial Street
  • Valet Hours are 24/7; Is it necessary to take the spaces up at night?
  • Safety issues were raised regarding the valets’ left turns out of the garage

Battery Wharf believes that their garage will eventually free up street parking in the North End because other residents will pay to park in its garage. Birch said the rate for monthly parking is $395 for the first 2 months with the 3rd month free as a promotion. In order to appease residents, the operator is willing to have a lottery for 4 free neighborhood spaces.

NEWRA membership voted with the tally being 30 opposed and 4 in support.

NEWRA "Tables" Fairmont's Outdoor Dining

ZLC Co-chair David Kubiak Comments To Fairmont’s Matthew Sterne The North End/Waterfront Residents’ Association (NEWRA) “tabled” its discussion on Fairmont Battery Wharf proposals for outdoor alcohol service at two restaurants.

 

Matthew Sterne, manager of the Fairmont Battery Wharf at 377 Commercial St, presented the hotel’s plans to amend its existing 2 am indoor license to add two distinct outdoor dining patios with a 10 pm closing.

 

The hotel is no longer pursing outdoor alcohol service for a third location at Building 5, which is closest to abutting properties at Burroughs Wharf and Lincoln Wharf. This was new information for most of the NEWRA membership. After a hearing at the Licensing Board, it became apparent that the private lounge area for its “Gold” premium guests may not be legal, according to Battery Wharf’s attorney Jim Smith. The hotel still plans to open the outdoor area for private use of its guests without alcohol service.

 

The two remaining proposed sites are at Building 3 for its existing Sensing restaurant with 86 seats and outside Building 2 with 62 seats. The Building 2 restaurant is not operating and could be leased to a separate operator other than the Fairmont. The seating addition for Sensing is about a doubling of its indoor seating capacity. Residents questioned whether Fairmont was obtaining a “hunters” license for another operator in Building 2, although any new operator would likely have to reapply for its own license.

 

Jon Larson, a resident at Burroughs Wharf, presented the audience with a letter from abutters at Burroughs and Lincoln Wharves to the Licensing Board asking for a reduction of seats. Burroughs residents also voiced complaints regarding the condition of Battery Street that was promised to be restored to its original state after construction. According to residents, some haphazard modifications were made in the past week, but major issues including a 1 ft+ curb remains where several people have been injured. Attorney Smith responded for Battery Wharf that they had paid the city for the restoration and the money is sitting in escrow. Mr. Larson indicated that City officials have questioned whether the money paid is sufficient.

 

Several neighborhood residents spoke up regarding various other issues:

  • Walkway at entrance is not wide enough and is difficult to navigate
  • Fitness club is not allowing neighborhood residents to use the facilities
  • Sensing is too expensive and out of line with other neighborhood restaurant prices

Sterne indicated that the hotel wishes to be a good neighbor and will be offering a 20% discount on its hotel rates for North End residents through the end of 2009. He also indicated that the hotel will be applying for an entertainment license for indoor use at weddings and events. There are no plans for entertainment outside.

 

NEWRA’s ZLC Committee co-chair, David Kubiak, indicated that NEWRA has been fighting for 10 years for every little thing from Battery Wharf. While there is a public benefit to some commercialization of the site, the developer and operator have been non-cooperative and unyielding on most items. Kubiak used the example of Joe’s American Bar & Grill that has half as many outdoor seats to give some perspective to the scope of the proposal. The ZLC Committee is also looking for signs inviting the public to the harborwalk in addition to the restoration of Battery Street.

 

Sterne concluded the discussion with a statement that it “would be a shame not to have some outdoor patios” at such a scenic waterfront location.

 

Resident Sue Benveniste made a motion to table the proposal for an indefinite amount of time to allow for more discussion in the future.

 

The vote to “table” the issue was approved with 26 in favor and 13 opposed.
